- ➤ Topsail Beach Town Manager Doug Shipley said he is resigning because the town’s political direction has shifted—he noted the new priorities differ from those under which he was hired. - ➤ Leland's planning board approved new rules that limit development in flood zones and require houses to be built 4 feet above ground, adding the 500-year flood zone to protect areas previously flooded by Potential Tropical Cyclone 8 and Hurricane Florence.
